I once tried a different pair of Fables bottoms. They were the high-waisted sailor ones. I had the same issue as you, waist a smaller size than my hips. I ordered the larger size thinking that if they were too small I'd get a muffin top and that the waist shouldn't be much too big since it was swimsuit material. When they came, they were HUGE. They were falling right off of me. I couldn't pull them up around my waist at all because they were so big. To me, it looks like the Amelia is cut differently and may even uses a different material than the one I tried, so it's hard to say. Maybe split the difference and go for a large? Or you could ask customer service at PUG or Fables and see what they say. It seems to me like Fables swimwear runs big. The top I ordered was huge, too. (Well, the band was, not the cups.)

Well first off thanks for the advice, that is really good to know because I was about to order the larger size for my hips just like you did. Wow. Bottoms that won't stay on aren't very useful are they? ;) 

Now that you mention it, I think I remember hearing from somewhere else too that their swimwear was sized pretty big. I think what I might do is mix and match the Fables Sophie top with the Pinup Couture Vintage Pinup High Waisted Short in red that I already have, it really fits well too.
