Oh, gosh.. Hrm... Harley Quinn (red and black diamond motif, ditsy but actually really smart clown princess of crime), Circe (the DC Villainess based on the Greek sorceress), or Poison Ivy.

Adding to Emily's ideas: The Queen of Hearts from Alice in Wonderland, Cruella de Vil, Ursula when she's in human form, Maleficent from Sleeping Beauty, or Catwoman from Batman...
