underskirt or petticoat?

I'm looking into purchasing my first petticoat or underskirt.
I dont want my skirts/dresses to look overly full,just want to add enough fullness. I'm 5'1 so not sure if the long lengths would be to long on me. I'd love to hear recommendations or your experiances.
i know pinup couture makes some so does hell bunny.
but im sure they're other brands out there as well.

I don't own the PUG underskirt, but from what I read from other gals here it doesn't make your dress too puffy, which sounds like what you want. I have a petticoat and it makes my dresses really puffy, I am 5'4 and the knee length petticoat sits right on my knee.. so it sounds like the underskirt is your best bet
