Jenny Skirt in Castle Sizing Help!!

Hi! :) I posted this in another group but I realized I think it was the wrong place.

So, I'm thinking about buying the Jenny Skirt in Blue Castle. My waist is 24" when the tape is pulled super tight, 25-25.5" when it's relaxed and with a shirt or light cardi on. I like having breathing room, but I also like the cinched look. :) Usually in Jenny skirts, I go with a small, but this size chart says to size down for this one if you're "between sizes" (which I think I am). I've been asking around, and I've been told a few different things--some people say to size down for sure, others say go with my usual size. Does anyone have this skirt and have any recommendations? I own the Tiki and Paris Jenny skirts, and they're both smalls and aren't exactly flush against my waist but they're not falling off either. I can breathe comfortably in them, which is important.
