I have these from Pinup Couture, I'm working for a site that sells them so I can get you a deal at $55 per pair including shipping ( I think they use UPS) 

4.5"  heel though 

These are from Bordello

Im afraid that all of the low heels they have also have pointy toes :(

Try Remix Shoes. They are a little pricey, but the quality is top-notch, vintage authentic, and they will probably last a long time. Their pump styles, Carmen and Baby Doll, pretty much fit your description to a T. I have the Rita peep toe in red and I LOVE them. They also have a store in W. Hollywood.
