Proper haircut (looks like a middy), pin curls, and lots of experimentation? I may have to experiment myself and see about this one :)

I don't have the right cut for this but I am going to try it tonight! I would just do a basic pin curl set on the top and then finger set the decorative curls after the brush out. For the rest of the hair just loose curls brushed up and held back with a comb. If I remember correctly, she is wearing a hat and not just a hair bow, but you can adorn your hair with anything you'd like.

It's not exactly the same, but this is what I came up with for a first try. I set my hair for about an hour and styled it for 10 mins.

My hair still had some curl in it from a set 2 days prior, so I didn't do anything to the ends. I took the bang area on top and did 3 horizontal rows of alternating pincurls; one row left, one row right, one row left again. I let that set for about an hour (to let the setting lotion dry). After I took out the pins, I brushed it back and took 3 strands from the back and used my fingers to form the curls in front. I pinned up the sides and sprayed. It took 1 hour to set and 10 mins to style.
