Amanda, I just realized that it is a size small. The measurements are waist 13.5 the top is adjustable but roughly measures 16.

Yes there definitely is stretch.

So my hips at widest part of my bum, got up to 40. But lost 4lbs, working on losing 9 more to get back to about 37/38. Think that's too much stretch? Sorry I've been lusting for awhile, just always stuck between sizes with my big hips

I think that as long as the waist fits you'll be fine but I do think that the shorts have enough stretch.
