It's Cotton so it does stretch out some when you've worn it a while, BUT it doesn't have a massive amount of stretch. I don't think it get wrinkles quickly, but that's just my opinion. Oh! And the Baby Blue Vamp Dress is divine ;) !

If you shrink it, it might not fit in the bust area. I would take in the waist and hips and try and adjust the straps for the top. You should wear the dress inside out and get a friend to pin it in the right areas for your body. Then very carefull and not using too many holes tack it by sewing it by hand put it back on to see how it looks. If you like it then you can take it in yourself by following the pattern of sewing on the dress already (with a sewing machine) or take it to the tailor with the tacks already in it. What ever you do DO NOT cut the extra fabric off until you are SURE you like the fit after you tailor it

you have an xl?
we are basically the same measurements and i have the vamp dress in L.
Tailor  is always better than shrinking things in a dryer imo.
